Baez didn't really care and, as a result, got the lyrics wrong.
Today its so hard for us to understand the civil war because we've all lived in an era of a strong federal gov't. However, at the time of the civil was we were still a Union of states. The Union had little affect on people's lives and the gov't people saw was their strong state gov't. Today most state powers have been neutered by our federal gov't. Many would argue that we can't continue to call ourselves "The United States of America" when we have become more of a Federal Republic of America.
