You need a microcontroller. I recommend you start with a Lynxmotion Basic Atom board with a Basic Atom pro processor. This can cost you about 80 bucks. It will help you start a robot very easily. I built a hexapod and used the same board to program it to walk autonomously or receive commands from a radio controller. You want complicated then get yourself an Atmel and start reading an Atmel book. let me know if you have any more questions.
I'm using 1 digital HSR-5995TG for pan and 1 mini spektrum servo for tilt. The pan servo is a little expensive but its the best servo out in the market for its combination in size, speed, torque, and accuracy. Let me know if you'd like more specifications. Or if I can help in a project of your own.

a 2.4Ghz low resolution (maybe a little over 300 lines) pinhole camera. I bought it on ebay a long time ago.
