@MrDroopdog1 your missing the key word of that term "matter" and all matter exerts a gravitational force but dark matters is incredibly weak strong enough to hold the universe together but too weak to do much else. otherwise our satellites would be torn apart if dark matters collective gravity was so strong

That's a pulsar, and the emission of the rays is an electromagnetic phenomenon. A neutron star is hypothetical and the neutrons have never been observed, not to mention that it is physically impossible, basic nuclear chemistry.
