Didn't Phantoon return in Other M? (I haven't finished Other M) but anyway...Is he the final boss to Other M or one of the bosses?

@blackatron666 he/it is the very last boss in other M, but i wont call it final boss^^
i mean it is the FINAL biss, the last one, but he is not really a part of the story, or very hard to beat.
