Claus is a character from a Japan-only video game called MOTHER 3. MOTHER 3 is the sequal to the american released EarthBound on the SNES (Super Nintendo Entertainment System). People hold EarthBound to such a high regard that a fan website that's been around since 1997 called starmen[dot]net (originaly earthbound[dot]net). The sister site of starmen[dot]net (earthboundcentral[dot]com) posted this video on it's home page because of the simularities between the boys.
