Zeppelin is well known for utilizing other songs' melodies and riffs, not to mention that a large portion of their discography is made up of uncredited covers. George Harrison's "My Sweet Lord" stole the melody from The Chiffons' "He's So Fine."

This has always been the nature of music. Even Andrew Lloyd Webber was a "thief."

Using the melody of the chorus from "Amadeus" is sampling. Recreating the instrumentals for the verses is covering. In fact, if you look at the album on which this song appears, it gives credit to Falco. It's not as if he tried to claim the melody as his own.

As far as the lyrics being juvenile, that doesn't have anything to do with the death of originality. You may view the lyrics as lacking substantive content of any value, but that's irrelevant to the topic of originality.

Again, the content of the lyrics is an entirely different discussion altogether; they don't speak to the originality of this song. They only speak to the maturity (or lack thereof) of this song. I don't think there's a question that the lyrics were not stolen.

Rap's roots are founded in sampling and mixing. Most early rap songs heavily sampled classic R&B and funk hits. Now, this doesn't excuse blatant plagiarism, but it illustrates the nature of the genre.

Rap tends to get the shaft when it comes to sampling and covering because of its history. Rappers literally sampled entire pieces of songs because they used turn-tables to create their music, while other musicians were using full bands to create songs.

So it was (and still often is) much easier to notice that a rap artist sampled a song, meanwhile other genres were "recreating" previous songs with their instruments, which was harder to detect in most instances.

I have heard famous songs in the Rock and Metal genres that I've discovered years later to be taken almost entirely from earlier much lesser known songs (For an example..the intro to Return To Sanity from Andromeda from 1970 was stolen entire and used by Diamond Head for Am I Evil) Still however the type of sampling here was quite unoriginal indeed. As it often is.
