On Raging Blast 1's rear cover it says this "Next Level Tenkaichi" by Bandai. The games are all similar in gameplay and whatnot.

Budokai = Burst Limit

Budokai Tenkaichi = Raging Blast

Ultimate Tenkaichi = Budokai / Tenkaichi (awful game)
