This past January, I was @ a taping of TPIR, and something went wrong with HiLo, so I got to watch them monkey around while they fixed whatever it was

It's just because it doesn't seem like a fun enough game to play in the first half, and for the longest time, grocery product games (like Hi-Lo) were never played fourth, so there were only two slots left.

From Seasons 18 - 36, Hi-Lo has been most often as the last game. Other than 6th, it is also played fifth quite often.
