It's definitely a scam. I can understand a $15 fee if $100 is borrowed one time, as it does cost money to process the application, but let the customers set up a more reasonable repayment plan. Maybe $20 a paycheck for 6 paychecks ($20 fee). It doesn't cost that much for them to renew the loan after the paperwork has been completed.
