well if you threw a water balloon at the ground roughly where a person or a few people where it would leave a splat about 2 feet wide but with a paintball grenade you can throw it quickly and get away from the enemy and still get the person out.
It looks like maybe a peice of those tubes. Idk what there called, there really common for plumbing and stuff, there the white tubes. They probably got one and cut it in peices
