Probably becuase of copyright issues. Usually its Japan not thinking the game is good enough to be released in the states. Games such as: Lost War Chronicles. It was scheduled to be released and then pulled at the last moment. So its best to get a modded PS2/PS3 or Xbox360 to play these games.

@Blodshoot111 Best bet is looking for someone to do it for you. I am not good at soldering or having anything to do with advanced electronics. You should also try looking up pre modded game systems on the internet. Usually the sites that sell these are home or business operated on the side, and are trust worthy. Always look around those sites and do web searches on them to make sure they aren't scammers. Then you can say to them 'Take all of my money!' and you'll have a modded PS2/ PS3/ Xbox,
