@evanbella99 DEFINETLY. When i was battling cynthia, i took out flareon so that i could revive my rotom to kill the Milotic. I did that, and it hit flareon with a STAB surf. It SURVIVED the surf with 2 HP. Mind that Flareon was lv 54, and Milotic was lv 58. (However, when i tried to attack next turn, it outspeeded and killed it.)

You can only find it by fishing with the Good Rod on certain tiles of water, and even then, it's really hard to encounter one. And God HELP you if you want Milotic but didn't catch a Modest nature Feebas. It's really complicated.
