For me - just Rockstar's joke out of stupid religions and cults, like Scientologists. They simply wanted to show us, in ironic and satirical way, how the cults and religions steal our money (take a look at "give your wallet" or "give money"). In Vice City there was this lunatic priest, telling us, that for 1000 bucks he'll give us place in heaven. They're just laughing on stupidness of religions.
the radio guy from the show are 53 says kifllom at the end of one of his shows. The serial killer wich can be seen at the farm with truth that talk about aliens. Th tendent that says aliens exist. So epsilon is tied in with aliens.
Did you know that when you get the map you got along with the game (On the other side it's a poster), you look up the farm where you need to steal the Combine Harvester for The Truth, it says ''The Farm, Cult Location''
At night, in that farm the windows have blue light. No other house has.
for example, when you go to the perestroika there is a show where kifflom is mentioned, then on the radio in a spot you can hear a man saying "kiflom, man kifflom" and another one: "shut up". Then someone said he saw a guy somewhere in south algonquin really similiar to the possible descendant of kraff.
honestly i don't know about that guy saying there is a kraff ped in algonquin, but i really hard on the radio "kifflom, man, kifflom" then "shut up", so it's an alternative religion in liberty city as in San Andreas, like burger shot, that is present in both games
the epsilon cult is the hardest myth to figure out. yet its the only thing in the game thats really not a myth at all. look for the guys with back packs on that hike round bump into them they'll say weird things.

theres another blue glowing building. heres the details and area:
1. Its in "The Emerald Isle" In Las Venturas.
2. Its sorta like a Church....but kinda smaller. Its glowing blue. The color of it is white but its glowing blue.
