OK to answer the questions that people seem to be guessing. this wasnt made by the poster, it was made by prefim of preferred image. it was done on a single PC running lightwave 3D 9.5. its an uno not a yugo. the carpark featured is the KFC carpark in Redditch, England.

it is just a computer animation, he took a panoramic photograph of the parking and then he did an animation over it (used as background), nothing of another world, it is just a 3-D animation. He probably used animation sensors to make a smooth movement.
