Makes sense. Xerxes had hundreds of thousands of soldiers, but their individual power levels were crap, probably levels ranging from 1 to 5 on average.

This video does make it seem, though, as if it's all the Spartans combined, since in the actual movie they respond with a collective war cry to indicate they're real soldiers (as opposed to randomly drafted citizens), and here Leonidas asks them "SPARTANS, what is your power level?" <-- does make it seem as if it's their collective power level.
