Wrong! There is an exemption for law enforcement vehicles. A police officer can be exempt from certain traffic rules, speed included, if he has justifyable reason to do that. He does NOT have to have the overhead emergency lights on. He is still responsible and liable for crashes while driving fast. Again, legally, he can speed. The crook following him had no way to know the nature of the activity and the reason for the cop for speeding. Following a police car is a violation, speedong...

I agree that the cop crossed the line by speeding when not responding to an emergency or w/ out lights on. HOWEVER you easily could have confronted the officer w. out antagonizing him and standing in front of his vehicle like that. So the citizen did what was necessary to identify the driver, the cop didn't want to be identified because he was in the wrong.
