most kids in Indian schools use such pens. I used them till 99. Pretty sure may still do. Some schools dont even allow kids to use ballpoint pens. Now, cents, that's irrelevant in India.

you may laugh, but they think that ink pens helps to improve handwriting, and ball pens are something for people with no standard. Students spends a huge money on Chinese ink pens, are they give more fine handwriting. These pens are 3 times costly than Indian counterparts.
