This wasn't commercial about bulb. This was TV theme of Nova channel in 90'. It's just something to split the movie or the tv show from other commercials.

its not commercial! its on tv when a show (movie, series, news, etc.) ends and the commercial are coming, or when the commercials end and a show is to start
