Before that, most child molesters get off easily arguing their victims had indeed "consented" to sex. So if a 6 years old kid says "you can touch me", is that ok for an adult to do so?
Then, we had people arguing that victims of statutory rape "looked like" older ones. So later they strengthened the criteria to make the age of consent absolute.
