It looks like it's done with many still cameras placed in a row side by side. They all take a long exposure in the dark and the light painting is done. Next there is probably a second exposure to get the pillars lit but no light painting (they are combined in post production). Then the movement (dolly shot) is created by 'morphing' between each still camera. Probably the same effect as the 'frozen moment'. The flicker in the background is also most likely added in post production.

This video is absolutely brilliant, and I'm still wondering how they made it, or if it's just some fancy computer mumbo-jumbo.
Nonetheless, it's my second favorite music video of all time, right behind the other Like Spinning Plates video (you know, with the babies).
