Not for long, they need brackish/Marine water to survive correctly. If kept in Freshwater they usually starve after a couple of months.

I Don't think there are any true Eels that live in freshwater permanently, most like the one here can visit freshwater for small periods of time.

There are Eels like the Fire Eel which are not true Eels which can survive in fresh water.
