It's for kids to learn how to count by twos and threes. Lots of kids can't do it. If you use a deck of cards you can make sure that you do it right if you end up with the right amount of cards in your hand. It's probably not relevant for you, if you know your 2s and 3s times tables. But lots of people don't. It's for them.
