But the sentence itself is not a question.

All the sentence is saying is that there is a question, and this is what it is. it in itself is not the question.

Thats like me saying "The line from startrek is live long and proper." and then claiming that my entire sentence was a quote from the movie. Its not.

I'm fine with Drew not catching the mistake, or letting it slide. But technically it is not a question

If he said in a question using the same phrasing then the question being asked would not be "who are you" it would be "is the queestion who are you?" which doesnt make any sense in the context.

to actually make it a question simply asking "who are you" he would have to just say "WHO ARE YOU"

The sentence consists of two clauses, the main one not making an inquiry, but the latter one (interrogative content clause) starting with an interrogative word, and it's the main one that determines the punctuation at the end. Therefore the sentence as a whole isn't a question (interrogative sentence).

But it's hard for Drew or anyone not very well versed in these things to analyze like that on the fly. =P

Okay. Everybody already knows "Who are you" is a question. His intent was that he was asking the other person who they were, not stating matter-of-factly that the question that was just asked was "Who are you." "The question is" cannot stand by itself as a sentence so adding it to "Who are you" isn't going to stop it from being a question.

I am perfectly willing to admit that that the statement had an implied question in it, which was fully understood.

But saying "The question is who are you" IS NOT A QUESTION. It is a statement.

Its the same as saying "I was talking to jerry and he asked where you were working."

While the statement contains a question, the sentence itself is not a question because all the sentence did was say what the question is.

"The question is" is a lead into the "who are you", but whether or not there is a ":" between them is the defining difference. If the ":" exists, then it becomes a question. If it doesn't exist, it is a statement. And in this particular game, I'm pretty sure that the ":" exists. That's my opinion.
