You could delete Form.Text and Controlbox=False, set the transparency key to the same color as the Form.Backcolor in order to make it transparent, after you could ask the app to start maximized and maybe to ask it be topmost so the ball will be always on top and bouncing freely on desktop

If you want to make it a "screensaver" click the form once and then over in properties, there are two things you need to change. First change "FormBorderStyle" to None and then change "WindowState" to maximized. This won't make it a screensaver, but if you pull it up it does the same thing.
