You actually can. A diving call is not something that has to be called like a slash or a hook- there's no guideline to calling a dive. it's just the ref's judgment. The Ref, in this case Eric Furlatt or Bill McCreary, did not have to make a call, but did, and it was shockingly wrong.
You can't always blame the ref on a missed hook or slash, but a bad diving call is solely the responsibly of the Ref.
And that was one of the worst calls I've ever seen.

Also, that was a dive by Zajac IMO. That or he lost an edge, but you can't really tell. I'm calling it a dive, because it seems convenient that he loses an edge right when the stick hits him. Maybe he dove because he was trying to draw a penalty shot? I dunno, I'd have to look at Zajac's track record

Really, who the hell dives when they have a open path to the net like that? That's a legit scoring chance, you don't dive on those.
A penalty shot only comes if you're in the act of shooting. He would have known that.
This was, quite simply, a lost edge and perhaps the world's worst call.
