Its not the sherifs job to give the offender an education, the offender can choose to be educated. He has access to schools, libraries, work schemes for ex offenders both inside and on the out.

My opinion is simple: rehabilitation. True, not all inmates are interested in improving themselves but the MAJORITY are. Recidivism drops when employment opportunities grow - every study done on this subject substanciates my claim.
As a tax payer, I am more interested in seeing my money spent helping criminals get educated so they can become a future tax credit rather than a burden. That improves our society - not the 'revolving door' of repeated incarcerations.

The statistics show that rehabilitation doesn't work. These are people who are not interested in changing their lifestyles (by and large). The small examples of people who clean up their act do not justify forcing tax payers to dish out cash so they can be better people. Prison serves two legitimate purposes: punishment of offenders and segregation of criminals from the rest of society.
