Hydrogen is a highly flammable gas; more so than air alone. So if you add Hydrogen and Oxygen (which is also, of course, flammable, and increases fuel oxidation), you increase the explosiveness coming in through the air intake, thus decreasing the amount of gasoline you need from the fuel intake. (Btw, did you make it past junior high school?)

Where does the energy to make the HHO gas come from? If it is from the engine itself, it is a perpetual motion machine and will run down.
Only if HHO improves the combustion of gasoline in the engine will this device increase mileage. Be skeptical...
