If you close in the top of the enclosures you dampen the Tigers Enrichment program...You take away the excitement of trespassing birds...lol jeez. I dont think you paid enough attention, if any at all, to the story. The men did not jump into the tiger's cage, they scaled a 2.5 meter fence and were in between ANOTHER higher cage and the one they scaled. One of the men was then grabbed by the tiger through the cage.
