How can Tu-160 penetrate any airspace? Tu-160 is not able to penetrate airspace at all: it has huge radar crossection, weak ECM station and Tu-160 can't perform flight in terrain avoidance mode. Same with Tu-22M3 - with all improvements it's still not able to penetrate airspace, which's covered by the radar emplacements. So any penetration attempts for Tu-160/Tu-22M3 are "single ticket trip".
At low attitude with addition of electronic countermeasures, both Tu-160 and Tu-22m3 can penetrate airspace. Besides, both of them are supersonic. And that's true, Tu-160 penetrated US airspace over Alaska.Your stealth was shot down over Serbia by obsolete russian missile made in 60s.
They could penetrate... But they can't, because they have no powerful ECM station + they can't perform very low level flight. Tu-160 traversed Alaska's airspace, but this was not a penetration - yanks had him radars (so taking it down won't be a problem).
