@jjtheman523 Overlooking the invalid term you used (mini), you unlock this game on any version of Sonic Mega Collection by "playing" all 3 of the "lock-on" games (those games being Sonic 3&Kuckles, Knuckles in Sonic 2, and Get the blue spheres) 30 times each. You don't have to actually play them, you can just load each game up 30 times and this will be unlocked afterwards
