When oni takes over, Akuma becomes the subconsciousness, and is constantly trying to take his body back. This is another reason oni can't perform some of Akuma's moves, as he is preventing oni from doing them. When oni completely suppresses Akuma an becomes Shin Oni, his attacks become more powerful and his fireballs don't need charging because he doesn't have to focus on Akuma inside his mind.

I think Oni is the temptation to go berserk that Akuma suppresses. Akuma just wants to defeat strong fighters, but oni wants to destroy everything. If Akuma loses concentration even slightly, oni will consume him and take over. Hate to make this comparison, but think of the demon inside Naruto. Oni is just pure evil manifested in Akuma's body. As a result, oni's attacks are more crazy and less precise, as he doesn't have the control Akuma does.
