While hosting the game, go to advanced and there are "axis spawn time" and "allied spawn time" they are in seconds. If you want 1 second spawntime, change the values to 1.

When you create a server, press "advanced" and there is "axis spawn time" and "allied spawn time". Change the values to 1.
