It's an Exp. Share, you get it after your 2nd or 1st gym badge then you go where that guy in rustrobo city is that tower on the last floor he's there, it's a guy with brown cap, jacket, shoes, talk to him and presto! EXP. SHARE IS OBTAINED

It's called a EXP.SHARE, you get it after defeating the 2nd gym and deleviring the letter to Steven. And go to Rustrobo and you'll get it where that guy gave you the letter.
