Mary Anne, do you mean you wish to explain how the sun is pulsing through the view of the camera? I'm not sure you can apply optometrist expertise to a camera lens. If it was merely someone's verbal testimony, perhaps you could try to point to some error in their eyesight. Photographic experts might try to say there is something wrong with the camera and explain it that way though.
