Meaning it's slowed down till it almost comes to a halt and you literally chopped in pieces and take what you like from a composition. sometimes adding other elements to enhance elements you want to stand out etc etc so on and so forth. They're not new techniques, and people have been doing similar things prior to the words "chopped and screwed" as a uhh description that borders a genre, but it's what caught on, so it is what it is.

Wow, the way this club track was slowed down and juxtaposed against what appears to be Iraq War footage is just so... eerie and transfixing. I especially love the part of the video where they are lasing and bombing the target; it fits perfectly with the slow, haunting, "whoa-oh-oh-oh-oh-ohao."
