Phil doesn't want o give him more minutes, because he knows how good he is, and his contract expires this year. They have to resign Lamar Odom(going to be expensive) and Trevor Ariza. If he lets Brown play, Brown will probably do well, but his stock will rise, and it will push the Lakers out of the running. They want to sign him this year, so they are keeping him under the radar as much as possible.
