Thinking more about hitting a door that is poped open you as a driver of the bike you can also be charged driving to fast for conditions because you did not see door opening. That would also fall under reckless driving for the accident. So could the driver of the car.

Good point but passing on the right is violation of the law and moving up in a traffic lane with stopped cars is depending on the officer $120 to $750 for reckless driving.

One day the city will realize it as another source of income to help keep the taxies down. So there is hope.
