Thats not a Harley its  a Honda VTX 1800 Looks like some thing happened which made him apply the breaks. By the looks of the skid mark he put a little to much pressure on the front break which will explain why his frount wheel pan caked. It happens to the best.

OK it''s a Suzuki M109 and you wanna talk about a POS? I've worked on the M/C 109 and they SUCK! Second; The guy is following right behind and TO close so when his dumbass had to stop he thought he had to LOCK IT UP! Third; he couldn't find neutral and had to have help pushing it off the road? Okay, first of all, it was a Victory motorcycle, which is still an american bike, just not a Harley.. Second, even though I ride a Harley, this event is not only for Harley riders and all are welcome.

Lastly, the guy`s braking skills obviously suck, he just slammed the front brake and lost it.. Lucky him he was only doing 10 mph at the time..
