Definitely go for Sigurðarson, an Icelandic player for Lillestrøm. Since he plays in the Tippeligaen, he'll be dirt cheap. Young (20 yrs old), quick (80 pace, fastest from all of Iceland), 4* skills, and great in the air (79 heading). I don't know about his potential, but it's probably great as he's already a 74. It will always be funny hearing you butcher his name. Do it for your Nordic fans! :D

Bit of a longshot, but Quigley from Dundalk (Airtricity League) goes from 64 to ~72 in the first two seasons and still only costs ~1.5 million pounds @ 1000/week. High 80's acceleration, sprinting and finishing with 4 star skills.
