First off I think most countries require a physical to apply for Visa or residence. Here in Italy, the law says that if you are HIV-positive you have a right to stay if in your country of origin the State doesn't provide anti-retroviral drugs and if you are diagnosed with AIDS, you cannot be deported. FinalFantasyTux - It isn't propaganda, it's fact! Sad fact at that. You can just google "HIV travel" and you'll find plenty of reliable sources confirming what's in the pamphlet. The information I found had been left over from a seminar the woman had been at which was all about women and HIV. It wasn't just stuff she was passing out on the streets!

I 1st heard about 'HIV policy' when a colleague had to do a business travel to Russia: he was asked to take blood tests to prove his HIV status. The policy has sometimes been waived to allow international HIV conventions to take place, but most such conventions are not held in the US due to this ban. fflybz - They didn't actually pass a bill making it legal to enter the US, they passed a bill which can make it possible for the Department of Health and Human Services to REMOVE HIV from their list, if they so desire. That doesn't mean that they will or even want to. So yes, it is a positive step, but we've still got a long way to go!

wecaan - I think you're misunderstanding the concept of what a communicable disease of public health concern is. Obviously the public should be concerned about HIV, but that is not what they are referring to in this case. They're referring to people who have diseases who, solely because they have that disease, pose a health risk to society. Assuming that people with HIV pose a risk to society and should be deported is not only ignorant, it is a violation of human rights!
Hiv will hopefully be treated like all other diseases soon...the discrimination is permitted to exist only because over 20 years later it is still viewed as a virus that only affects minorities and gays. And if that ticked you off...check out the limitations on donating blood. If you ever, ever engaged in certain sexual practices...even 30 years ago...you are banned from donating blood. 1000s of honest gays are banned from giving life giving blood because of thinking from the dark ages. Ugh!
And the flip side of that is that there has been a perpetual blood shortage ever since the gay ban was put into place. Traditionally, gays used to give blood at a higher percentage than the general population,... but not anymore & the blood supply has suffered because of it.

These regulations were put into place during the fearmongering days of the 80's, and very little change has occured since then. Just as the ban on gays giving blood hasn't changed even though we all know that anybody that's sexually active is at risk & that all blood is now tested before it is used.
You might be horribly surprised to learn that all blood collected and distributed by the American Red Cross is NOT routinely tested for HIV or any of the Hepatitis variants. They have been fined heavily on several occassions but still have not changed their screening. Also, Red Cross is responsible for infecting virtually 100% of all hemophiliacs with HIV. Red Cross is NOT the white knight organization everybody thinks they are.
I guess I should've said "supposed to be tested." There's another hole in testing that occassionally resurfaces, and that's with organs that are donated. In their rush to do the transplants, they sometimes neglect finding out what the donor's status is.
Yeah, there's a big issue concerning "confidentiality" that surfaces frequently in the organ donor program. There have been many organs transplanted (including a heart) that have infected the receipient with HIV because the "harvesting" organization says it violates the donor's right to confidentiality for them to reveal the donor's HIV status. The same cofidentiality law gave rise to the Virginia
Tech masacre...that law needs to be rethunk, IMHO.

The young man who did all the shooting was diagnosed by mental health professionals as being "profoundly disturbed", but they could not communicate that fact because of the confidentiality law to the University folks who should have known that he posed a threat to others. The chairlady of the English Dept. was so disturbed by his writings that she tutored him privately rather than have him attend class. Nobody acted because of his right to confidentiality. That killed 31 innocent people.
While I fully support the confidentiality law on the face of it, the practical effects of this law many times lead to a bottom line is totally adverse. Innocent lives are put at risk. Refinement of that law needs to be addressed, IMHO.

I'm african and before giving you a visa to study in canada they do A HIV TEST. i had one done by their doctors.
i understand them...they don't want to increase the rate of hiv elsewhere. Still...it's surprising.

The information I found had been left over from a seminar the woman had been at which was all about women and HIV. It wasn't just stuff she was passing out on the streets!

And I agree that HIV should be refused entry and was suprised that the US was making moves towards allowing HIV patients entry.
Take Mongolia which is on the second list, the country is nearly free of the infection (like 25), 2 African men brught it into the country, if they were refused them in the first place they would't have spread into the public, people should not be allowed to put the public health of a country at risk.

UTubeTulip - I actually agree with you on this topic. I think if a country has little or no record of a certain disease, they should have every right to try to protect their inhabitants from being exposed to it. However, I don't understand why the U.S. has these policies considering HIV has already established itself here. Keeping HIV-positive foreigners out won't make HIV go away in this country.

I 1st heard about 'HIV policy' when a colleague had to do a business travel to Russia: he was asked to take blood tests to prove his HIV status. I thought 'But what if he's positive? it's nobody's business to know it and of course, they will if he can't go'. He was negative but I can't help thinking about positive people who'd like their office not to know.
Weapon in Texas: I'm sorry but I think a country that allows citizens to hold a weapon is bound to encounter problems (but touchy topic)

The policy has sometimes been waived to allow international HIV conventions to take place, but most such conventions are not held in the US due to this ban. This is a holdover from the bad days of Reagan, but it hasn't been repealed because of the coalition between the religious right and Republicans. Coming to an end soon.

Nick, does this indicate anything about being infected while at stay in that Nation? What about if you are infected due to medical negligence! This is horrible! I would not expect our Country to do this. Their should be a clause with an exception! Entry to a nation is you are a carrier of an infectous disease that is airborne or easily transferable by your mere existence! You got to be kidding me.

Wow, that is really surprising! I can see their motive for doing that. They obviously don't want it spreading, but it is kind of harsh to deny entry. And I wonder how they detect people with HIV based on their passport.... Interesting, thanks for sharing that info. :) Hope you're doing well nick :)

I had never even thought of HIV as a relevant thing when you are traveling to another country.
And with that teacher story, as an Norvegian citizen, I cant belive they are even thinking about that!
In my school a teacher got fired for having a knife in her purse. (It should also be mentioned that this was a CRAZY old woman)

fflybz - They didn't actually pass a bill making it legal to enter the US, they passed a bill which can make it possible for the Department of Health and Human Services to REMOVE HIV from their list, if they so desire. That doesn't mean that they will or even want to. So yes, it is a positive step, but we've still got a long way to go!

As I person with HIV/AIDS I find this very upsetting, but then again most of the country's on the list I have no desire to go anyway.

Personally the ignorance and bigotry of this government no longer surprises me. Too bad stupid does get people exported. As a teacher, the idea of letting us have a gun is just asking for it. I can just see a teacher losing it with a class and blowing them away(God forbid). Insane!
Texas should be deported, at least the stupid ones. We citizens who care have gone from being proud to apologizing all the time.

I have to say that in my opinion, this country, the US, could do more for HIV, especially surrounding education. Hiding things from kids/people does not protect them from it. Frankly, because of this lack of education, I would hope that someone with HIV that is traveling here, is already in the know...If, not, that scares me...But, they shouldn't be denied entry just because of it.

Hm maybe I posted too soon. After I heard the question that appears on the form, I'm not so sure that this is as bad as it sounds. They aren't specifically targeting HIV, but *any* communicable disease. HIV just happens to be one of them.

l0gically - that's my issue! HIV SHOULD NOT be on that list! It's not fair, it's not accurate, it's discrimination and it is pure ignorance! Yes, HIV is a serious disease. But that does NOT mean that just because I have it that everyone around me is at risk and therefore it's probably best just to get rid of me!

I think you should explain further why it bothers you. You've only mentioned that it has not followed suit with other western countries, which is not necessarily good or bad in itself. Certainly it can't be because the desire to limit the spread of communicable disease is wrong. Is it because you think HIV should not be on the list? Is it because it seems unsympathetic? What should be the alternative? What about people who are irresponsible about their communicable diseases? Just curious!

The UK insists on medical tests from people coming from countries susceptible to HIV and has deported HIV people. Right-wing newspapers here have been filled with stories about 'benefit tourists' coming to the UK for 'free treatment' particularly HIV patients.

So really then, what kind of a state is the US?

Think about the people who spent their whole life's savings to put their entire family on a little wooden boat to spend 3 months at sea just to be told 2 out of their 5 kids have to be turned around and sent back to France because of cough. America has done this from the beginning.

Well, I emigrated to the united states, and they made my older brothers, and dad take a blood test for HIV.
I do understand countries that have virtually zero hiv cases (e.g. Saudi Arabia) not wanting people who have it to visit their country (I am surprised they're not on the first list).
And HIV IS a communicable disease of public health concern. How does that offend you? But yeah, it's kind of too late to stop it's spread via travel. This law doesn't make sense now.

wecaan - I think you're misunderstanding the concept of what a communicable disease of public health concern is. Obviously the public should be concerned about HIV, but that is not what they are referring to in this case. They're referring to people who have diseases who, solely because they have that disease, pose a health risk to society. Assuming that people with HIV pose a risk to society and should be deported is not only ignorant, it is a violation of human rights!

Hiv will hopefully be treated like all other diseases soon...the discrimination is permitted to exist only because over 20 years later it is still viewed as a virus that only affects minorities and gays. And if that ticked you off...check out the limitations on donating blood. If you ever, ever engaged in certain sexual practices...even 30 years ago...you are banned from donating blood. 1000s of honest gays are banned from giving life giving blood because of thinking from the dark ages. Ugh!

And the flip side of that is that there has been a perpetual blood shortage ever since the gay ban was put into place. Traditionally, gays used to give blood at a higher percentage than the general population,... but not anymore & the blood supply has suffered because of it.

These regulations were put into place during the fearmongering days of the 80's, and very little change has occured since then. Just as the ban on gays giving blood hasn't changed even though we all know that anybody that's sexually active is at risk & that all blood is now tested before it is used.

You might be horribly surprised to learn that all blood collected and distributed by the American Red Cross is NOT routinely tested for HIV or any of the Hepatitis variants. They have been fined heavily on several occassions but still have not changed their screening. Also, Red Cross is responsible for infecting virtually 100% of all hemophiliacs with HIV. Red Cross is NOT the white knight organization everybody thinks they are.

I guess I should've said "supposed to be tested." There's another hole in testing that occassionally resurfaces, and that's with organs that are donated. In their rush to do the transplants, they sometimes neglect finding out what the donor's status is.

Yeah, there's a big issue concerning "confidentiality" that surfaces frequently in the organ donor program. There have been many organs transplanted (including a heart) that have infected the receipient with HIV because the "harvesting" organization says it violates the donor's right to confidentiality for them to reveal the donor's HIV status. The same cofidentiality law gave rise to the Virginia
Tech masacre...that law needs to be rethunk, IMHO.

The young man who did all the shooting was diagnosed by mental health professionals as being "profoundly disturbed", but they could not communicate that fact because of the confidentiality law to the University folks who should have known that he posed a threat to others. The chairlady of the English Dept. was so disturbed by his writings that she tutored him privately rather than have him attend class. Nobody acted because of his right to confidentiality. That killed 31 innocent people.

While I fully support the confidentiality law on the face of it, the practical effects of this law many times lead to a bottom line is totally adverse. Innocent lives are put at risk. Refinement of that law needs to be addressed, IMHO.
