you might want to check your thermometer as it looks like it got some bubbles in it.
I tried this just a few days ago, used a 1:3 molar mix and got a surprising bp of the steam, it was hovering around 56C (give or take) and the explanation of the low temperature I found was the chloroform+water azeotrope.
Also, I tried to make a 35% mix of water and calcium hypochlorite and it failed as it got too thick after a while, 15% seems to be manageable.
I was getting about 60C, a little under chloroform's BP so I'm guessing I had a little water in there. No problem as I dried it. Mine did get thick as well, I'll keep that ration in mind.
@hkparker about the boiling point, if you have excess acetone you get a bp at about 60 as it's a ternary azeotrope. Search for "azeotrope data" on wikipedia for a good list of bp's (:
If you do multiple batches to home in on the correct ratio, I guess the early/mid bp rising above 56C is a sign of excess acetone. I haven't decided yet, having acetone in excess makes sure you use all the hypo, but you get it in the product instead...

A little acetone in my product is ok, if its only a little, and judging by my boiling point I think it is. I guess there isn't anything wrong with having extra hypo, something just makes me uneasy about heating calcium hypochlorite with organics...

You should probably mention the danger of phosgene and if you smell any during the reaction, should you, to stop.
