It means out of all the stat points you get every time you level, you put 8 times as many into int as you do into str. That's what a ratio is....

Yes I'm still legit, it's not as hard as you think. You can just grind for a few hours a day and still make cap in a few months. I played 7 days of ticket and made two and 3/4ths of a level so far. Just got to be efficient and not waste time in 8x parties where I end up powerleveling everyone else in the party.

Between the all the uniques, and the extra 13% boost I get from grinding red mobs I have been leveling quite fast.
