I don't know if you remember a 1980s tv series called Miami Vice. That pretty much covered it all, and that was a quarter of a century ago.
Crocket and Tubbs didn't make a dent, did they? None of the law enforcement agencies were able to stop drug use, or drug importation to any degree.
Law enforcement does not work, only legislation does.
