I was there a few months ago. The communist government recently enforced a mandatory helmet for riding policy. The law was enacted not because they actually cared about its citizens, but because they found it time-consuming to sweep up blood and guts from the streets; plus the clean up disrupts traffic.

Traffic rules in hanoi is out of their vocabulary. and I think traffic enforcer will not be effective cause everyone wants to go and they are used to it and I wonder if there is roadrage happening there or they are happy at all.
