Transporting a person in them would not be convenient since they require very specific types of facilities to unload them. Keep in mind, the cars can only be unloaded from the ends. Those sides do come off, if you've got a cutting torch and time. However it wouldn't be practical for people, since you'd open all three decks at the same time. Meaning that even IF there were shackles, people could still have a chance to escape.

These cars are used to transport vehicles. The vented sides were added later to prevent people from throwing rocks at the passing cars to break windows...ask me how I know this. The cars are for tranported automobiles. The seat as discribed are for the tires and the space under is to crawl under and attach the securing chains (shackles). The covering on the outside of the car is to protect the cars from the weather and prtential vandelizm which may be encountered during transport. The seem to be vented but acually that is to reduce weight and cost, as the majority of these cars are simply conversions of the old open cars we used to see years ago.

Take it from me (a Railroad Conductor for 25 years) This particular Train Car is called a "Covered Wagon" and is used commonly to transport Automobiles. The design is to protect the Autos from having paint and other debris dropped on them from bridges above. When the Autos are loaded, they place more runners inside to stack and chain the cars in three layers high. I would fear trucks more than trains.

I find it hard to believe that Texe got thing train car so wrong. I know what that is because we have a few Ford Plants here, and I see these all the time, and I have sense I was a kid. They carry cars or trucks. And the chains hold them down to keep them from moving. Lots of times they use those eyelet hook that people always wonder what they are for. You will find the same thing on the 2nd level.

These rail cars are for transporting passenger vehicles from the factory to distribution centers near car dealerships. The chains are for securing cars, vans, and pickups so they don't bang around. You may not have seen any before, but I've seen hundreds of them - with cars in them!!

Those are not seats. They are the ramps the cars drive on. They are raised to give enough space in the middle for the workers to crawl under and hook the "shackles" to the underside of the vehicles to secure them. You can see hundreds of these railcars in Oakland and Richmond in Northern California with vehicles in them.
