even in the case of monopolies, there's always underground markets. those can only be eliminated through govt intervention, in which case it would be Big Brother taking over.

Everyone says Dr. Steel is steampunk but I've never seen any steam involved. Neo-Victorian is a more precise term for his style of dress. The girl at 1:58 is cyber punk. The toy soldiers uniforms military stylings are reminiscent of diesel punk as you can see on the girl at 0:30

To me, Steampunk is the technology (cogwheels, steam, etc. See China Mieville's "Perdido Street Station" for an excellent example) and neo-victorian is the clothing style that most commonly accompanies Steampunk.
