I've been having to write a lot of papers on Chinese media lately, and there is no way in hell they would allow something like this to air in China, even if it takes place in North Korea. The idea of it airing in NK is even less likely. Someone said it was Dutch, and judging by the captions, I'd say they were right.

Observations (I'm Chinese, by the way):
(1) The people/images depicted are North Korean.
(2) The language spoken is Chinese.
(3) The subtitles are Dutch.
So my best guess is:
It's a Chinese commercial making fun of North Koreans. Dutch people felt it was funny and so they subtitled it, and here it is now on Youtube =p
