that's Ronald McDonald, search "Ran Ran Ru" to find a bunch of videos... there were some wacky commercials for McDonalds that aired in Japan, the internet got a hold of them and there are a ton of remixes now. Ronald is huge on niconico and pops up in entirely unrelated videos.
