About the news headlines thing, what you said is right, however, in some cases, an and a switch places. For example, you say a university instead of an university, and an hour instead of a hour. Say it out loud. Does a hour make sense?

You use 'an' when the next word starts with a vowel sound, not necessarily a vowel. As the h is silent, you use 'an'.
