The only "pulse" that could threaten a PART of the internet is from a nuclear blast. It would send out what's called an EMP, which is an electromagnetic pulse which can theoretically stop anything electronic from working. If you saw the movie "War of the Worlds" with Tom Cruise, that was the reason his old (non-electronic ignition) van would work when all the newer vehicles wouldn't. Having no internet would be the LEAST of our problems in this scenario, and Internet2 wouldn't prevent this.
